Terms and Conditions

1. Agreement to These Terms

These Terms and Conditions (“Terms”) govern your access to and use of the Rotary Club of Pohnpei Scholarship Portal (“Portal”), operated by the Rotary Club of Pohnpei(“Club,” “we,” or “us”), a nonprofit civic organization based in Pohnpei, Federated States of Micronesia.

By creating an account or submitting an application through the Portal, you confirm that you have read, understood, and agree to be bound by these Terms and our Privacy Policy. If you do not agree, you must not use the Portal.

2. Eligibility

To apply for scholarships through this Portal, you must:

  • Be a citizen of the Federated States of Micronesia (FSM)
  • Be at least 18 years of age, or be a current or accepted student at a recognized post-secondary institution
  • Meet all program-specific requirements for the scholarship to which you apply (minimum GPA, field of study, etc.)
  • Provide truthful and complete information in your application

Scholarship-specific eligibility requirements (such as minimum GPA, field of study, and award amounts) are set by the Rotary Club of Pohnpei and its co-sponsoring partners and are subject to change each application cycle. Meeting eligibility criteria does not guarantee an award.

3. Account Registration and Security

You must create an account to use the Portal. You agree to:

  • Provide accurate, current, and complete information at registration
  • Keep your login credentials confidential and not share them with any other person
  • Notify us immediately at [email protected] if you suspect unauthorized access to your account
  • Accept responsibility for all activity that occurs under your account

We reserve the right to suspend or terminate accounts where we have reason to believe that account security has been compromised or that the Terms have been violated.

4. Accuracy of Application Information

By submitting an application, you certify that all information and documents you have provided are truthful, accurate, and complete to the best of your knowledge.

Submitting false, misleading, or fabricated information — including but not limited to falsified transcripts, forged letters of recommendation, incorrect GPA figures, or misrepresented financial data — is grounds for immediate disqualification and may result in:

  • Permanent ineligibility for all Club scholarship programs
  • Revocation of any scholarship previously awarded
  • Reporting to your educational institution
  • Referral to appropriate legal authorities where applicable

5. Application Process and Decisions

The Club operates scholarship cycles with defined open and close dates. Applications must be fully completed and submitted before the cycle’s closing date. Incomplete applications will not be reviewed.

The Club’s scholarship committee reviews all eligible applications and makes award decisions at its sole discretion. By using the Portal, you acknowledge that:

  • Submitting an application does not guarantee an award
  • Award decisions are final and are not subject to appeal through the Portal
  • The number of awards granted and amounts may vary each cycle based on available funding
  • Committee scoring is conducted independently by assigned reviewers; individual scores are not shared with applicants

6. Scholarship Award Conditions

If you receive a scholarship award, acceptance of the award constitutes your agreement to:

  • Use scholarship funds solely for educational expenses at the designated institution
  • Notify the Club promptly if you change institutions, withdraw from study, or fail to maintain satisfactory academic standing
  • Repay any scholarship funds used for non-educational purposes if requested by the Club
  • Participate in any award ceremony, announcement, or recognition event as reasonably requested by the Club
  • Provide valid bank account details or a mailing address for disbursement of scholarship funds when requested by the Club
  • Consent to the public announcement of your name, institution, field of study, and award amount by the Rotary Club of Pohnpei. Announcements may be made via the Club’s Facebook page, local press including Kpress, and — for Vital Scholarship awardees — the Vital Energy FSM website. If you have objections to any specific channel, please notify the Club in writing before accepting your award.

The Club reserves the right to revoke an award at any time if it determines that any information provided in your application was inaccurate, if award conditions are not met, or if funds are misused.

7. Intellectual Property

Your content: You retain ownership of all essays, personal statements, and other original materials you submit through the Portal. By submitting these materials, you grant the Rotary Club of Pohnpei a limited, non-exclusive license to use, reproduce, and share your essay and application materials solely for the purposes of scholarship evaluation and administration. We will not publish your essay publicly without your separate written consent.

Portal content: All design, software, text, and other content comprising the Portal (excluding applicant submissions) is owned by or licensed to the Rotary Club of Pohnpei. You may not reproduce, distribute, or create derivative works from Portal content without our written permission.

8. Prohibited Conduct

You agree not to:

  • Attempt to gain unauthorized access to other users’ accounts or application data
  • Submit applications on behalf of another person without their knowledge and consent
  • Attempt to interfere with, disrupt, or overload the Portal or its infrastructure
  • Use automated tools, bots, or scripts to interact with the Portal
  • Upload malicious files or content designed to harm the Portal or its users
  • Misrepresent your identity or institutional affiliation
  • Use the Portal for any commercial or non-scholarship purpose

9. Documents and Uploaded Files

All documents you upload must be genuine and unaltered. Uploaded files are limited to PDF format and 10 MB per file. By uploading a document, you confirm that:

  • You have the right to share the document with the Club for scholarship evaluation
  • The document is authentic and has not been altered or falsified
  • For recommendation letters: you obtained the recommender’s consent to submit the letter on their behalf

10. Disclaimer of Warranties

The Portal is provided “as is” and “as available.” The Rotary Club of Pohnpei makes no warranties, express or implied, regarding the Portal’s availability, accuracy, security, or fitness for a particular purpose. We do not warrant that the Portal will be uninterrupted, error-free, or free from viruses or other harmful components.

We are not responsible for any loss of data, application materials, or opportunities resulting from technical failures or interruptions to the Portal. We strongly encourage you to retain copies of all documents and information you submit.

11. Limitation of Liability

To the fullest extent permitted by applicable law, the Rotary Club of Pohnpei and its officers, members, volunteers, and agents shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising out of or related to your use of the Portal, including but not limited to loss of data, loss of opportunities, or failure to receive a scholarship award.

Our total liability for any claim arising from or related to the Portal shall not exceed USD $100.

12. Non-Discrimination

The Rotary Club of Pohnpei is committed to equal opportunity in all scholarship programs. Scholarship awards are based solely on academic merit, financial need, and program eligibility criteria. See our Non-Discrimination Policy for full details.

13. Governing Law and Disputes

These Terms are governed by and construed in accordance with the laws of the Federated States of Micronesia. Any dispute arising from these Terms or your use of the Portal shall be resolved through good-faith negotiation. If a dispute cannot be resolved informally, it shall be submitted to the jurisdiction of the appropriate courts of Pohnpei State, FSM.

14. Privacy and Communications

Your use of the Portal is also governed by our Privacy Policy, which is incorporated into these Terms by reference. Please review it carefully before registering.

At registration, you may separately and optionally consent to receive email communications from the Rotary Club of Pohnpei about club activities, events, and initiatives unrelated to your scholarship application. This consent is voluntary — declining it does not affect your ability to apply for or receive a scholarship. You may withdraw this consent at any time by emailing [email protected] with “Unsubscribe” in the subject line.

15. Changes to These Terms

We may update these Terms from time to time. Changes will be posted on this page with a revised effective date. Your continued use of the Portal after changes are posted constitutes acceptance of the revised Terms. For significant changes, we will notify registered users by email.
