Accessibility Statement

The Rotary Club of Pohnpei is committed to ensuring that this Scholarship Portal is accessible to all users, including people with disabilities. We believe every eligible FSM citizen should be able to apply for a scholarship without facing barriers related to how they access the web.

We aim to conform to the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standard, published by the World Wide Web Consortium (W3C). These guidelines explain how to make web content more accessible to people with visual, auditory, motor, or cognitive disabilities.

Accessibility features in this Portal include:

• Semantic HTML structure with proper heading hierarchy
• All interactive elements are keyboard-navigable (Tab, Enter, Space)
• Form inputs have associated labels readable by screen readers
• Sufficient color contrast ratios on text and interactive elements
• Error messages linked to their form fields via aria-describedby
• Status messages and loading indicators are announced to screen readers
• No content flashes more than three times per second (seizure safety)
• Pages have descriptive <title> elements
• The language of the page is declared (lang="en")

While we strive for full WCAG 2.1 Level AA conformance, some known limitations exist:

• Document uploads: PDF documents uploaded by applicants (transcripts, recommendation letters, etc.) are provided by third parties and may not be fully accessible. We cannot guarantee the accessibility of third-party PDFs.
• Multi-step application wizard: The progress stepper indicator is visual; screen reader users receive equivalent step-by-step navigation through page headings and links.

This Portal is built with React (Next.js) and relies on the following technologies for accessibility:

• HTML5 semantic elements
• WAI-ARIA attributes where necessary
• CSS for visual presentation (no CSS required for core functionality)
